CDBG Microenterprise Program
This program provides loan funds to residents interested in starting or expanding an existing small business in Columbiana County.
About the loans:
- Loans available range from $2,000 - $15,000.
- Payments must be made monthly and within 5 years of taking out the loan.
Use of the funding:
- Loan must be used in the following ways:
- To purchase machinery, equipment, or supplies
- Purchase land and/or building unit
- Remodel an existing building
- Startup funds for your new business
- The following are incorrect ways to apply the loan funds:
- Repeated unsuccessful ventures
- Work that does involves unfair labor laws
- Construction that is unnecessary
Requirements for the loan:
- The resident must have completed an online training course and have a reputable business plan.
- All participants must purchase the training textbook.
- Participant must attend a budgeting session and have the ability to pay back the loan.

Community Service Block Grant (CSBG)

CARTS
"A program that offers transportation for all"
The Community Action Rural Transit System (or CARTS) allows Columbiana County residents to have access to local resources (such as: medical appointments, school, shopping, and public services – just to name a few). This service is graciously funded with the help of the Ohio Department of Transportation and the Federal Transit Administration.

- You must be registered with CARTS to receive half fare rates
- CARTS is available to anyone who is in need of transportation

Home Energy Assistance Program (HEAP)
A federally funded program that helps eligible low income residents by paying for their heating bills in the winter. This program runs from July 1- June 30th.
Winter Crisis Program (WCP)
This program provides financial assistance to low-income eligible households that are at risk for having their heat shut off, have already gotten their services shut off, or need to establish new services. This program runs from November 1 – March 31.
Summer Crisis Program (SCP)
This program provides financial assistance to income-eligible households that are determined to have a chronic disease and be eligible by the current SCP State Issue Grant Agreement. The SCP program runs from July 1 to August 31.
Income guidelines for HEAP, WCP, and SCP:
- Must have a total household income for the last 12-monts or 90-days equal or less than 175% of the federal poverty guidelines.
- Income guidelines listed below represent the 175% calculation for the 2015-2016 energy assistance programs.
Home Repair
Ohio Housing Trust Fund Home Repair Program
This program provides small home repairs for those whose household annual income is below 35% of the area median income. Funding is received from the Ohio Department of Development and is limited.
Senior Home Repair
The CAA provides home repair to those in the count over 60 years of age and who currently own their own home and meet income guidelines.

The following services are offered to people in the community; not all services require membership to the church, use contact number provided to ask for more information about services.
English as a Second Language (ESL) classes are held for the Hispanic people in the Salem area who need to learn the English language.
The class is directed by an ESL teacher; adult volunteers tutor the Hispanic people either in small groups or one on one.
Sessions are held at St. Paul School on Thursday, 4:30 p.m.-6:00 p.m.

Food Pantry: Non-perishable items are donated by members of the church. Volunteers collect food and paper products from the church, stock the shelves, shop for extra food and distribute the food out to community members in need on Wednesdays.

Hispanic Outreach: St. Paul Hispanic Community meets monthly for Mass (first Sunday of the month) at 5:30. After Mass, there is a gathering in the Rectory Meeting Room where Spanish food is served.

Blood Pressure Screening: Screening for high blood pressure is offered on the first weekend of the month after each mass. This service is provided by the designated Parish nurse.

“The Humane Society of Columbiana County is a non-profit 501c3 no-kill, no-suffer animal welfare organization that strives to improve the quality of life for homeless or abused animals. Promoting responsible animal ownership in Columbiana County by educating the public about proper veterinary care and animal welfare issues. We provide programs that aid in the reduction of pet overpopulation as well as adopt companion and domesticated animals into lifelong homes. We operate solely on private donation and are not funded with taxpayer dollars. We are an independent membership organization and are not an affiliate of any national organization.”

The Community Fund Association of Salem, Ohio was established as not-for-profit corporation about 40 years ago.
In 1985, its name was changed to United Way Services of Northern Columbiana County to show that the group cared for many communities (not just Salem). The other communities that receive support from the UWSNCC include: East Palestine, Columbiana, Leetonia, Lisbon, Washingtonville, Salem, as well as surrounding areas.
All donations to United Way Services of Northern Columbiana County are spent locally to help people in the area. All United Way agencies are non-profit organizations and all donations are tax deductible, to the extent of the law.

The houses are built by volunteers, using materials that was donated. The houses are only sold to those who have been living in substandard housing and must donate 500 hours of “sweat equity”. Those eligible will received financial responsibility and will be counseled to help promote successful home ownership. Salem Area Visiting Nurse Association

“…Relieve the suffering that many animals in today's society Alchemy Acres provides a sanctuary for abandoned and abused animals where love for the soul and medical care for the body will be provided to all in need.
Alchemy Acres is a no-kill facility […] we seek loving and safe homes for its residents. If a resident is unable to adapt to a new home because of physical or mental needs, the animal becomes a permanent resident of Alchemy Acres. Each animal at the sanctuary receives individual attention multiple times each day.
…To relieve domestic animal over population, Alchemy Acres provides education about pet overpopulation as well as spaying and neutering. All adult animals adopted from Alchemy Acres are spayed and neutered. If an animal is too young it is not subjected to pediatric surgery. When processing an adoption with a young animal that is not old enough to be spayed or neutered Alchemy Acres requires its adopters to sign an agreement stating that they will have they will have their pet spayed or neutered at the appropriate age.
Alchemy Acres also provides relief to native wildlife. In addition to the rehabilitation of wild animals, Alchemy provides education to the public about wildlife. With this education, the public then learns how to deal with an injured or orphaned wild animal.”

Strengths/weaknesses
Strengths: Columbiana County has a lot of available local assistance programs – and the programs offer a wide range of services (transportation, home repair, financial counseling). Also, a local Salem church (St. Paul’s) offers English as a second language course and will provide Spanish meals to better serve the Hispanic descent living in Salem. I feel as if this service is very needed and also shows cultural competence within the community.
Weaknesses: As I was assessing the community, I noticed that through the CAA, Columbiana County offers low-cost health care services at select offices. However, none of those offices were located in Salem. That makes it difficult for people without a car to utilize those services unless he or she were to qualify for CARTS; and even then, since CARTS does require fare; he or she may not be eligible for reduced-price fare and may not be able to afford transportation. Also, there is not a homeless shelter in the community of Salem.
Weaknesses: As I was assessing the community, I noticed that through the CAA, Columbiana County offers low-cost health care services at select offices. However, none of those offices were located in Salem. That makes it difficult for people without a car to utilize those services unless he or she were to qualify for CARTS; and even then, since CARTS does require fare; he or she may not be eligible for reduced-price fare and may not be able to afford transportation.
