CARTS stands for community action rural transit system. This service provided by Columbiana County allows for residents to reserve and schedule drop off and pick up services for a nominal fee. Carts does offer transportation for senior citizens aged 65 and over and persons with disabilities half off fare rates. People must register with carts to receive half off fair benefits. Transports must be scheduled at least 24 hours in advance.

NET provides transportation for Medicaid eligible consumers, to and from Medicaid covered services. (Examples: medical doctors, hospitals, dentists, counseling appointments, etc.) This service may be provided by one of the contracted vendors or gas cards may be issued to the medicaid eligible consumer traveling to and from a medical provider for medical services. This service is available to those individuals with no other means of transportation.

- A request for NET can be made in person, in writing or by calling 330-424-1637. The Medicaid case number and /or social security number must be provided at that time.
- A 10-day notice is requested for new applicants, and a 4-day notice for NET members.
- The individual must have the name of the doctor, address and phone number for the destination.
- Notice must be given if special arrangements are needed such as a lift van for a wheelchair bound person.

Strengths: Salem roadways are kept in good repair and pot holes and road hazards are fixed promptly. Salem is within close proximity to 4 major cities, Youngstown, Akron, Cleveland, and Pittsburgh. The majority of citizens do own personal vehicles and many rely on their personal vehicles for transportations.
Weaknesses: Salem while they do offer scheduled transportation services through CARTS and NET Salem does lack regularly scheduled bus routes and mass transportation for all citizens to utilize. Salem is a rural area and can sometimes be difficult to get clear roadways during the winter months when snow is heavy. Salem Ohio is also no stranger to lake effect weather so major rain and snow storms can make traveling difficult throughout the year.
